Cambodia Solar Tender Update – Clarifications on the PPA and Tender Documents (Live Webinar)

VDB Loi hosts a unique webinar on 21 January 2020, following EDC’s Pre-Bid Meeting on the National Solar Park Phase II (40MW) project on 19 January 2020. We will discuss and disseminate all updated information on this important tender, such as PPA clarifications, new updates on the bid requirements and practical news on how to get a bid to Cambodia during COVID-19.

VDB Loi’s Relevant Experiences

  • Our team worked on every grid-connected solar project in Cambodia so far, including the 10 MW Kampot solar project and the Kampong Cham 60 MW solar project with everything from obtaining generation license to investment permits, negotiate the PPA and acquire land rights.
  • In the hydro-space, our advisers worked on several of the larger projects including Lower Seasan and Kimchay project. We are also currently advising one of the stakeholders for the Lower Stung Russei Chrum hydropower project.
  • We have excellent working relationships with the utility, EDC, which seeks our assistance on some PPA related matters from time to time.
  • Our Energy and Infrastructure team is working on approximately 80% of the electricity deals in Myanmar, and played a major role on the solar tender of 2020, representing the plurality of sponsors.

Edwin is the senior partner of VDB Loi and a leading foreign legal advisor living in Myanmar since 2012. A frequent advisor to the Government on transactions and privatizations in energy, transportation and telecom, he is widely recognized for his “vast knowledge” (Legal 500) and his ability “to get difficult things through the bureaucracy ” (Chambers, 2016). He advises international financial institutions on their largest Myanmar transactions, oil and gas supermajors, a greenfield multi- billion US$ telecom project and the Japanese Government on the Thilawa SEZ. He assisted two newly licensed foreign banks setup in Myanmar, acted for the sponsor of an 800MUS$ urban infrastructure PPP project and worked on 6 out of 7 power deals inked in 2016.
